INTRODUCTION

As said by Dr S. Radhakrishnan, 2nd president of India – “Library is a heart of an institution” made the presence of a library inevitable in all the institutions and when it comes to an academic institution library plays a vital role as an indispensable tool of the learning process; starting from the toddler-school life to the higher education-colleges till the research and scholar phase and beyond.

Digital librart At IIL we are immensely proud to have built a community of researchers and young advocates. Our library is our centre of excellence and holistic learning with a seating capacity of 100 learners. With a perfect ambience to read in peace, our library houses a reading hall, research section, online data base, reference sections, book banks and fiction columns. The Library and Information Centre of Indore Institute of Law is one of the best Law college libraries in the state. It started its function with a vision to serve the information needs of its users and it mainly holds books related to Law and allied subjects. The library collection is about 13380+ Volumes including 2100+ reference books. The library amazingly rich collection contains Abstracts, Directories, Yearbooks, and Bibliographical sources, Textbooks, Project, Dissertations, Hindi-English Literature and General books including Special Reports, novels. Manuscript and Rare books.


FIVE LAWS OF THE LIBRARY SCIENCE

The five laws of library science is a theory that S. R. Ranganathan proposed in 1931, detailing the principles of operating a library system. Many librarians from around the world accept the laws as the foundations of their philosophy.

1. First Law: Books are for use. (Information’s are for Use)

2. Second Law: Every reader his or her book (Every reader his/her Information)

3. Third Law: Every book its reader (Every Information’s its reader.)

4. Fourth Law: Save the time of the reader

5. Fifth Law: A library is a growing organism


VISION

To develop a digital library environment with law library resources and services in the legal and related fields, thereby being the hub for seamless access to digital resources anytime, anywhere without any restraints.


LIBRARY RULES AND REGULATIONS

Monday-Saturday 9:00AM to 07:00PM
Sunday open (during examination) 9:00AM to 3:00PM
Note: The library is closed on Sundays and all public holidays.

Discipline

  • All users must observe total silence in the library and its environs at all times
  • All users are required to show their college IDs to the security officer upon entrance to the library
  • Use of mobile phones is strictly prohibited in the library
  • All bags, cases, folders etc. must be left in the luggage area outside the library.
  • Users are not allowed to leave their baggage overnight in the library. The library shall not take any responsibility for loss of personal property or books already signed out to a user
  • Users are not allowed to log in using their personal passwords at the search computers or to access the internet from there. Do not shut down the Recourse mate program after you are through with your search.
  • All users are required to show all items to the security officer before leaving the library
  • No student is allowed to enter the circulation area without the consent of the library staff
  • Anyone caught marking, defacing or mutilating books or any other library material will be expected to pay for the material with the most current edition of the same
  • Good order must be observed in the library at all times for example placing of feet on the furniture, eating and drinking, smoking, sleeping etc. will not be allowed
  • Group discussions are only allowed in the discussion room and the noise must be kept to a minimum and should not disturb any other user in the library
  • Use of sound equipments like radios, walkmans, cell phones etc. is strictly prohibited in the library and its environs
  • Seats in the library may not be reserved
  • Users are not allowed to reshelf books after removing them from the shelf. Leave the books on the table or on the trolley near the door
  • No library equipment may be moved, modified or tampered with without permission from the librarian

BORROWING PROCEDURE

  • Borrowing period is strictly between 9:30 am and 4:30 pm on weekdays.
  • A user must be a registered student in the current term to be able to use the library services
  • All students must present their college ID before borrowing any library materials
  • Library materials may not be removed from the library unless the library staff has properly issued them out
  • Students are allowed to borrow a maximum of three books for a period 15 days.
  • All borrowed materials must be returned on or before the due date
  • Students are not allowed to borrow books on behalf of others or transfer borrowed materials to other students
  • Students with overdue materials and overdue fines will not be allowed to use the library services
  • All reserve materials must be returned at the specified time

Damage/ loss of Library materials.

  • All users will be held responsible for any damage or loss of library materials in their possession and will be required to meet the cost of replacement and processing
  • Users must ensure that the books they borrow are in good condition to avoid being held responsible for any damages noted while returning the books
  • Lost books must be reported to the librarian immediately and replaced or paid for within 30 days
  • Lost library books that are recovered, must be handed to the librarian as they remain the property of the college library

EXCLUSION FROM THE USE OF THE LIBRARY.

  • The library committee shall have the power to suspend or exclude from use of the library any user who disregards the library rules and regulations
  • The library staffs have the right to ask students to leave the library if they are behaving inappropriately or causing disturbance to other users.
Note : These rules and regulations are subject to review by the library committee from time to time.

LIBRARY ADVISORY COMMITTEE

The Committee has been set up to making of policy for the purchase of new books, magazines and other reading materials etc. The main responsibility of the committee is to review the existing rules & regulations pertaining to the use of the library, policy regarding purchase of books / periodicals and hardware / software and write off of books policy etc. It deliberates on issues concerning proper and optimum utilization of facilities available and plan for future growth of the library.
There is a Library Advisory Committee. The composition of the Library Committee is as following members:

BUDGET ALLOCATION POLICY

The allocated budget is usually the estimated budget. The annual budget is prepared to keep in mind the past trends, future needs, and policy priorities. The annual library budget is decided by the meeting of the board of directors.


MEMBERSHIP PROCESS

All the first-year students shall take an application form of the library membership form library and submit with (four stamp size color photographs and fee receipt) after receiving the Institution’s Identity Card.

Question papers– Question papers are available in the Library from 2011 to till now.

Syllabus– Syllabus is available in Printed form in the Library (BALLB. (Hon.), (BBALLB. (Hon.), (LLB (Hon.) and LLM.

HI-TECH

The digital library is a collection of documents in organized electronic form, available on the websites or on CD-ROM (compact-disk read-only memory) disks. Depending on the specific library, a user may be able to access magazine articles, books, papers, images, sound files, and videos.

The library is partially automated (based on ERP ACCSOFT 2.0) in which the barcodes in the books and the barcodes on the identity cards of the users are printed and the issue/return records are also maintained manually.

I have developed a library web page to create a digital library environment that provides library users with online access to E-journals, e-books, E-newspapers, e-magazines, e-manuscript, and e-Rare books.

To access the digital library please log in to this IP 172.16.10.61 on your PC at IIL campus when you connect to the college Wi-Fi or Intranet.


DIGITAL LIBRARY FACILITY

We have 22 separate computers set up in the library for students with24*7 Wi-Fi 55 MBPS facility. Students have access to internet and all the subscribed databases, e-books and e-journals.

IIL has facilitated seamless access of students to the world of legal knowledge. Students are provided access to 04 well-known legal databases – National and International. This includes Westlaw Asia online database, SCC on-line, Manupatra on-line Databases and N-LIST from INFLIBNET.

Membership of N-LIST from INFLIBNET ensures availability of 6,150+ e-journals and 1,64,903+ e-books, through N-LIST program.

Bar Coding of Library Materials: Bar coding of Library materials started in 2017. It is done by the library staff using the Library ERP ACC Soft 2.0., 80% of the job is complete.
